பள்ளி கல்வியில் மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்களின் செயல்திறனை மதிப்பிடும் பள்ளி கல்வி தர குறியீட்டை (SEQI) NITI ஆயோக் திங்களன்று வெளியிட்டது. 

இப்பட்டியலில் கேரளா 76.6 சதவீதத்துடன் முதலிடத்தைப் பிடித்துள்ளது, அதேவேளையில் உத்தரபிரதேசம் 2016-17 ஆம் ஆண்டில் மோசமான நிலையினை வெளிப்படுத்தியுள்ளது. 

ஹரியானா, அசாம் மற்றும் உத்தரபிரதேசம் ஆகியவை 2015-16 ஆம் ஆண்டின் அடிப்படை ஆண்டை ஒப்பிடுகையில், 2016-17 ஆம் ஆண்டில் அவர்களின் செயல்திறனில் அதிக முன்னேற்றத்தைக் காட்டின. 

கற்றல், அணுகல் மற்றும் பங்கு முடிவுகள், உள்கட்டமைப்பு மற்றும் வசதிகள் ஆகியவற்றின் அடிப்படையில் SEQI மாநிலங்களை மதிப்பிடுகிறது. மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்கள் அவர்களின் பலம் மற்றும் பலவீனங்களை அடையாளம் காணவும், 

தேவையான பாட திருத்தங்கள் அல்லது கொள்கை தலையீடுகளை மேற்கொள்ளவும் ஒரு தளத்தை வழங்குவதன் மூலம் கல்வி கொள்கையில் ஒரு 'விளைவுகளை' மையமாகக் கொண்டுவருவதை குறியீட்டு நோக்கமாகக் கொண்டுள்ளது. 

பள்ளி கல்வியின் தரத்தைப் பொறுத்தவரை 20 பெரிய மாநிலங்களில் கேரளா முதலிடத்திலும், ராஜஸ்தான் மற்றும் கர்நாடகா அடுத்த நிலைகளிலும் உள்ளது. அதே நேரத்தில் அதிக மக்கள் தொகை கொண்ட உத்தரபிரதேசம் 2016-17 ஆம் ஆண்டில் கீழ் நிலையில் உள்ளது. 

2015-16 மற்றும் 2016-17-க்கு இடையில் ஐந்து சிறிய மாநிலங்கள் அவர்களின் ஒட்டுமொத்த செயல்திறன் மதிப்பெண்ணில் முன்னேற்றத்தைக் காட்டியுள்ளன, சராசரி முன்னேற்றம் ஒன்பது சதவீத புள்ளிகளாக குறிப்பிடப்பட்டுள்ளது. 

ஏழு யூனியன் பிரதேசங்களும் களும் அவற்றின் ஒட்டுமொத்த செயல்திறன் மதிப்பெண்களில் முன்னேற்றத்தைக் காட்டியுள்ளன. "இந்த குறியீட்டின் மூலம், 

பள்ளி கல்வியின் வலிமையையும் பலவீனத்தையும் அரசாங்கம் அடையாளம் கண்டுகொள்கிறது மற்றும் அவற்றை சரிசெய்ய கொள்கை தலையீடுகள் போன்ற தேவையான திருத்த நடவடிக்கைகளை எடுக்கிறது" என்று ஒரு செய்திக்குறிப்பில் தெரிவிக்கப்பட்டுள்ளது. 

இது மேலும் குறிப்பிடுகையில்., "கணினி கற்றலை நோக்கியதாக இருப்பதை உறுதி செய்வதற்காக, SEQI அதன் எடையை கிட்டத்தட்ட பாதி கற்றல் விளைவுகளுக்கு ஒதுக்குகிறது. 

இது கற்றல் விளைவுகளை மையமாகக் கொண்டிருப்பதை உறுதிப்படுத்த நாடு முழுவதும் ஒரு வலுவான சமிக்ஞையை அனுப்புகிறது." என குறிப்பிட்டுள்ளது. SEQI-ன் முதல் பதிப்பை NITI ஆயோக் துணைத் தலைவர் ராஜீவ் குமார் திங்களன்று உலக வங்கியின் பிரதிநிதிகள் முன்னிலையில் வெளியிட்டார் என்பது குறிப்பிடத்தக்கது.

Kerala tops school education performance list!

NITI Aayog on Monday released the School Education Quality Index (SEQI), which measures the performance of states and union territories in school education. Kerala tops the list with 76.6 per cent, while Uttar Pradesh recorded the worst in 2016-17. 

Haryana, Assam and Uttar Pradesh showed the most improvement in their performance in 2016-17 compared to the base year of 2015-16. SEQI assesses states in terms of learning, access and role outcomes, infrastructure and facilities. 

The Code aims to focus on an ‘effect’ on education policy by providing a platform for States and Union Territories to identify their strengths and weaknesses and make necessary curriculum or policy interventions. 

Kerala is in the top 20 states in terms of quality of school education, followed by Rajasthan and Karnataka. At the same time, Uttar Pradesh, the most populous state, was in a low position in 2016-17. 

Between 2015-16 and 2016-17, five smaller states showed improvement in their overall performance score, with the average improvement being noted at nine percentage points. Seven union territories have shown improvement in their overall performance scores. 

"By this code, the government recognizes the strengths and weaknesses of school education and takes necessary corrective measures such as policy interventions to remedy them," a statement said. It added, "To ensure that the system is oriented towards learning, SEQI assigns about half of its weight to learning outcomes. 

It sends a strong signal across the country to ensure that learning outcomes are focused." As mentioned. It is noteworthy that the first edition of SEQI was released by NITI Aayog Vice President Rajiv Kumar in the presence of representatives of the World Bank on Monday.
