5, 8ம் வகுப்பு பொதுத்தேர்வு - 10 லட்சம் கேள்வி-விடைத்தாள் நிலை என்ன?

ஐந்து மற்றும் எட்டாம் வகுப்புக்கு பொது தேர்வு ரத்து செய்யப்பட்டதை அடுத்து, அதற்காக அச்சிடப்பட்ட விடைத்தாள், கேள்வித்தாள்கள் வீணாகிவிட்டன. மத்திய அரசின் கட்டாய கல்வி உரிமைச் சட்டம் கடந்த 2009ம் ஆண்டு கொண்டு வரப்பட்டது. 

அதற்கு பிறகு 2019ம் ஆண்டில் அதில் சில திருத்தங்கள் செய்து, புதிய கல்விக் கொள்கை உருவாக்கப்பட்டது. அதில் தெரிவிக்கப்பட்டுள்ள அம்சங்களின் அடிப்படையில் தொடக்க, நடுநிலைப் பள்ளிகளில் 5, 8ம் வகுப்புகள் படிக்கும் மாணவர்களுக்கு பொதுத் தேர்வு நடத்த வேண்டும் என்று பரிந்துரைக்கப்பட்டுள்ளது. 

இந்த பரிந்துரையை எந்த மாநிலமும் பின்பற்ற முன்வராத நிலையில், தமிழகம் மட்டும் மேற்கண்ட வகுப்பு மாணவர்களுக்கு பொதுத் தேர்வு என்று அறிவித்தது. இந்த அறிவிப்பு வந்த நாளில் இருந்தே இதற்கு பலத்த எதிர்ப்பு கிளம்பியது. 

பல எதிர்ப்புகளுக்கு உள்ளான பள்ளிக் கல்வித்துறை முதலில் தேர்வு இல்லை என்று தெரிவித்தது. பின்னர் நடத்தப்படும் என்றது. அதற்கு பிறகு தேர்வு மையங்கள் வேறு இடங்களில் அமைக்கப்படும் என்று தெரிவித்தது. 

இதற்கும் எதிர்ப்பு கிளம்பியதால், அந்தந்த பள்ளிகளில் ேதர்வு மையங்கள் அமைக்கப்படும் என்று பள்ளிக் கல்வித்துறை தெரிவித்தது. இறுதியாக, பள்ளிக் கல்வித்துறை ஆணையர் சிஜி தாமஸ் கடந்த 4ம் தேதி ஒரு அறிவிப்பை வெளியிட்டார். 

அதில் தேர்வுக்கான மதிப்பெண்கள் எப்படி நிர்ணயிக்கப்படும் என்றும் தெரிவித்திருந்தார். அதனால் 5, 8ம் வகுப்புகளுக்கு பொதுத் தேர்வு கண்டிப்பாக உண்டு என்று மாணவர்கள் கருதினர். ஆனால், 5ம் தேதி அமைச்சர் ெ்சங்கோட்டையன் தேர்வுகள் ரத்து செய்யப்படுவதாக தெரிவித்தார். 

இது பெரும் வரவேற்பை பெற்றது. தேர்வு நடக்கும் என்று அறிவிக்கப்பட்டது முதல், தேர்வுகளுக்கான ஏற்பாடுகளை அரசுத் தேர்வுகள் இயக்ககம் செய்து வந்தது. தமிழகம் முழுவதும் மேற்கண்ட வகுப்புகளில் இருந்து சுமார் 10 லட்சம் குழந்தைகள் தேர்வு எழுதுவார்கள் என்று எதிர்பார்க்கப்பட்டது. 

அதனால் 5 பாடங்களுக்கான விடைத்தாள்கள் அச்சிடும் பணியை அரசுத் தேர்வுகள் துறை கடந்த மாதம் தொடங்கியது. இதற்காக, டெண்டர் விடப்பட்டதாக தெரிகிறது. விடைத்தாள்களின் முகப்பில் மாணவர்கள் தங்கள் பெயர் விவரக்குறிப்பு எழுதுவதற்காக கோடிட்ட பகுதிகள் அச்சிடப்பட்டன. 

பின்னர் அத்துடன் விடைஎழுதும் தாள்கள் சேர்த்து தைக்கும் பணியும் நடந்தது. கேள்வித்தாள்களை பொறுத்தவரை அந்தந்த மாவட்ட முதன்மைக் கல்வி அலுவலர்கள் அச்சிட்டு வழங்க வேண்டும் என்பதால் கேள்வித்தாள் மாதிரி மட்டும் தேர்வுத்துறை அனுப்பியது.

இந்நிலையில் கடந்த 5ம் தேதி தேர்வுகள் ரத்து என்று அறிவித்து விட்டதால், லட்சக் கணக்கான விடைத்தாள்கள் தற்போது வீணாகியுள்ளன. இதற்காக ஒதுக்கப்பட்ட நிதியும் வீணாகியுள்ளது.

In the wake of the cancellation of the General Examination for Grades Five and Eighth, the printed answer sheet and questionnaires have been wasted. The compulsory education rights act of the federal government was passed in 2009. Then, in 2019, some amendments were made and a new education policy was created. 

It is recommended that the students who are studying in grades 5 and 8 in elementary and middle schools should be given a general exam on the basis of the said features. While no state has come forward to adopt this recommendation, Tamil Nadu alone declared it as a general choice for the upper class students. From the day this announcement came, there was strong opposition. 

The school department, which has been the subject of many protests, said it was not the first choice. Will be held later. After that it was revealed that the selection centers would be set up elsewhere. As a result of this, the school education department said it would set up centers in the respective schools. 

Finally, school education commissioner Cigi Thomas issued a statement on the 4th. He also stated how the marks for selection will be determined. So the students felt that there was a general choice for grades 5 and 8. But on the 5th, Minister Sengottaiyan said the exams would be canceled. 

It was a huge welcome. Since the announcement of the selection, the Government Examinations Directorate has made arrangements for the selection. It is expected that about 10 lakh children will be selected from the above classes across Tamil Nadu. So the Government Examination Department started work on printing of answer papers for 5 subjects last month. 

For this, the tender seems to have been left out. The outline of the answer sheet was printed out for the students to write their name profiles. Then there was the stitching along with goodbye sheets. According to the questionnaire, only the questionnaire sample was sent by the respective District Principal Education Officers to be printed. Funds allocated for this are wasted.
