சென்னை: ஆன்லைன் முறையில் சம்பள பட்டியலை பதிவேற்றம் செய்வதில் உள்ள நடைமுறை சிக்கலால் தலைமை செயலக ஊழியர்களுக்கு ஊதியம் வழங்குவதில் தாமதம் ஏற்பட்டுள்ளது. அரசு ஊழியர்களுக்கு மாத இறுதி வேலை நாளன்று சம்பளம் வரவு வைக்கப்படுவது வழக்கம். 

இதற்கு ஒவ்வொரு துறையில் உள்ள ட்டிராயிங் அலுவலவர் சம்பள பட்டியலை தயார் செய்து கருவூலத்தில் சென்று வழங்குவார். ஆனால் தற்போது அந்த நடைமுறை மாற்றப்பட்டு, 

பேப்பர் இல்லா நடைமுறையில் ஆன்லைனில் சம்பள பட்டியலை பதிவேற்றும் நடைமுறை கொண்டுவரப்பட்டுள்ளது. தில் பல்வேறு நடைமுறை சிக்கல் இருப்பதை அரசு ஊழியர்கள் தெரிவித்துள்ளனர். 

ஆனால் தொழில்நுட்பத்தை பயன்படுத்தும்போது சில சிக்கல் வரும், ஆனால் விரைவில் சரிசெய்யப்படும். எனவே ஆன்லைன் நடைமுறை தொடரும் என்று நிதி செயலாளார், ஊழியர்களுக்கு கடிதம் மூலம் பதில் அளித்து இருந்தார். 

இந்த நிலையில் தான் இன்னும் தலைமை செயலக ஊழியர்களுக்கு பிப்ரவரி மாததத்தின் கடைசி வேலை நாளான நேற்று (28ம் தேதி) ஊதியம் வரவு வைக்கப்படவில்லை. இதனால் சுமார் 2 ஆயிரத்துக்கும் மேற்பட்ட ஊழியர்கள் பாதிக்கப்பட்டுள்ளனர். 

அதேபோன்று காஞ்சிபுரம், கன்னியாகுமரி, மதுரை, தேனி, கரூர், அரியலூர், சேலம் உள்ளிட்ட மாவட்ட அரசு ஊழியர்களுக்கு நேற்று சம்பளம் கிடைக்கவில்லை என்று கூறப்படுகிறது. 

இதையடுத்து அரசு ஊழியர்கள், பழைய நடைமுறையில் இம்மாத ஊதிய வழங்க வேண்டும் என்று கோரிக்கை வைத்துள்ளனர். இதுகுறித்து தலைமை செயலக ஊழியர்களிடம் கேட்டபோது, அவர்கள் கூறியதாவது: 

வழக்கமாக சம்பள நடைமுறைகளை மாற்றி ஆன்லைன் மூலம் சம்பளம் வழங்க தமிழக அரசு ஏற்பாடு செய்து வருகிறது. தமிழகம் முழுவதும் ஒரே தடவையாக இதை நடைமுறைப்படுத்தாமல் படிப்பாக சில மாவட்டங்களில் இதை நடைமுறைக்கு கொண்டு வர திட்டமிடப்பட்டுள்ளது. 

சென்னையில் கூட தலைமை செயலக ஊழியர்களுக்கு மட்டும்தான் இந்த மாதம் சம்பளம் கிடைக்கவில்லை. பிற அரசு அலுவலக ஊழியர்களுக்கு சம்பளம் நேற்று கிடைத்துள்ளது. 

புதிய நடைமுறையின்படி, IFHRMS மூலமே பட்டியல் அனுப்பப்பட வேண்டும் என்ற கடுமையான அறிவுறுத்தலால் துறை அலுவல் நடைமுறை மற்றும் நிதித்துறை பணியாளர்களுக்கு கடும் நெருக்கடி வழங்கப்பட்டது. இந்த பணிகளை தனியார் நிறுவனம் செய்து வருகிறது. 

அவர்கள் போதிய சர்வர் வசதி உள்ளிட்ட நவீன வசதிகள் இல்லாமல், இந்த பணியை தொடங்கி உள்ளதால்தான் தாமதம் ஏற்பட்டுள்ளது. அரசு ஊழியர்கள் சம்பளத்தை வைத்து, வங்கிகளில் வீடு கடன், வாகன கடன், தனிப்பட்ட முறையில் லோன் வாங்கி இருப்பார்கள். 

இதற்கான இஎம்ஐ சம்பளத்தில் இருந்து பிடித்தம் செய்யப்படும். ஆனால் இந்த மாதம் இதுவரை சம்பளம் கிடைக்காததால், வாங்கிய கடனுக்கு கூடுதல் வட்டியுடன் பணம் செலுத்த வேண்டிய நிலை வரும். 

அதன்படி திங்கட் கிழமையாவது ஊதியம் கிடைக்குமா? என்ற கேள்வி எழுந்துள்ளது. திங்கட்கிழமை ஊதியம் பெறப்படாவிடில், அனைவரும் ஒன்றிணைந்து பிரச்னைக்கு தீர்வு காண முயல்வோம் என்றனர்.

It is said that the district government employees including Kanchipuram, Kanyakumari, Madurai, Theni, Karur, Ariyalur and Salem were not paid yesterday. Government employees have subsequently demanded a pay cut in the old practice. Asked about this by the Chief Secretariat staff, they said: “The Government of Tamil Nadu is making arrangements to pay salaries online regularly. It is planned to be implemented in some districts gradually, rather than all over Tamil Nadu.

Even in Chennai, only the Chief Secretariat employees were not paid this month. The salaries of other government office workers were paid yesterday. According to the new procedure, the stringent directive that the list should be routed through IFHRMS has been a serious crisis for departmental staff and financial sector employees. The private company is doing these tasks. The delay is because they have begun this task without modern facilities, including inadequate server facilities.

Public servants will pay salaries, buy houses, auto loans and even private loans in banks. The EMI for this will be the favorite from the salary. But since the salary has not been paid so far this month, the borrower will have to pay extra interest. Accordingly, will Monday's salary be paid? The question arises. If the salary is not paid on Monday, everyone will come together and try to solve the problem.
