கட்டாய கல்விச் சட்டத்தின் கீழ் சிபிஎஸ்இ பள்ளிகளிலும் 25 சதவீதம் ஒதுக்கீடு: தமிழக அரசு முடிவு

கட்டாய கல்விச் சட்டத்தின் கீழ் சிபிஎஸ்இ பள்ளிகளிலும் 25 சதவீதம் ஒதுக்கீடு: தமிழக அரசு முடிவு 

சென்னை: கட்டாய கல்வி உரிமைச் சட்டத்தின்படி தனியார் சுயநிதிப் பள்ளிகளில் ஏழை எளிய பிரிவை சேர்ந்த குழந்தைகளுக்கு 25 சதவீத இடங்கள் ஒதுக்கீடு செய்வது, சிபிஎஸ்இ பள்ளிகளிலும் நடைமுறைப்படுத்த வேண்டும் என்ற விதியை கடந்த 2009ம் ஆண்டு மத்திய அரசு கொண்டு வந்தது. 

அந்த சட்டம் அனைத்து மாநிலங்களிலும் நடைமுறைப்படுத்த வேண்டும் என்றும் தெரிவித்தது. அதன்படி கடந்த 2010ம் ஆண்டு முதல் பெரும்பாலான மாநிலங்களில் இந்த கட்டாய கல்வி உரிமைச் சட்டம் நடைமுறைக்கு வந்தது.

தமிழகத்திலும் அந்த சட்டம் நடைமுறைப்படுத்த வேண்டும் என்று தமிழக அரசு 2011ம் ஆண்டில் அரசாணை பிறப்பித்தது. அத்துடன் மேற்கண்ட சட்டத்தில் தெரிவிக்கப்பட்ட முக்கிய அம்சங்களில், சமூகத்தில் நலிந்த பிரிவை சேர்ந்த ஏழை, 

எளிய பிரிவை சேர்ந்த குழந்தைகள் தனியார் சுயநிதிப் பள்ளி மாணவர் சேர்க்கையில் 25 சதவீதம் சேர்க்கப்பட வேண்டும். அதற்கான கல்விச் ெசலவை மாநில அரசுகள் செலுத்த வேண்டும் என்று மத்திய அரசின் மனிதவள மேம்பாட்டுத்துறை தெரிவித்தது. 

அதன்படி தமிழகத்தில் கடந்த 4 ஆண்டுகளாக தனியார் சுயநிதி மெட்ரிக்குலேஷன் பள்ளிகளில் ஏழை, எளிய மற்றும் நலிந்த பிரிவை சேர்ந்த குழந்தைகள் 25 சதவீதம் பேர் சேர்க்கப்பட்டு வருகின்றனர். தனியார் மெட்ரிக்குலேஷன் பள்ளிகள் மட்டுமே இந்த 25 சதவீத இடங்களை வழங்கி வரும் நிலையில், 

மத்திய அரசு பாடத்திட்டத்தின் கீழ் நடத்தப்படும் (சிபிஎஸ்இ) தனியார் பள்ளிகள் 25 சதவீத இட ஒதுக்கீட்டின்படி ஏழை எளிய நலிந்த பிரிவைச் சேர்ந்த குழந்தைகளை சேர்ப்பதில் அதிக ஆர்வம் காட்டாமல் இருந்து வருகின்றனர். 

அதனால் சிபிஎஸ்இ பாடத்திட்டத்தின் கீழ் நடத்தப்படும் பள்ளிகளையும் இந்த திட்டத்தில் இணைக்க அரசு திட்டமிட்டு வருகிறது. இதையடுத்து, தமிழகத்தில் இயங்கும் தனியார் சுயநிதி சிபிஎஸ்இ பள்ளிகள் எத்தனை,

அவற்றில் ஆரம்பப்பள்ளிகள் எத்தனை, என்பது குறித்து பள்ளிக் கல்வித்துறை விவரம் சேகரித்து வருகிறது. இந்நிலையில் தமிழகத்தில் செயல்பட்டு வரும் 600க்கும் மேற்பட்ட சிபிஎஸ்இ பள்ளிகளில் 15 ஆயிரம் மாணவ- மாணவியர் படித்து வருகின்றனர். 

அவர்களில் தொடக்க(பிரைமரி), நடுநிலை(அப்பர்பிரைமரி) பள்ளிகளில் மட்டும் சுமார் 7 ஆயிரம் மாணவ மாணவியர் படித்து வருகின்றனர். இந்த இடங்களில் மாணவர்கள் சேர்க்கப்படும் போது, 25 சதவீதம் ஏழை,எளிய மற்றும் நலிந்த பிரிவை சேர்ந்த குழந்தைகள் சேர்க்கப்பட வேண்டும் என்பதை கட்டாயமாக்க பள்ளிக் கல்வித்துறை முடிவு செய்துள்ளது. 

முன்னதாக சில சிபிஎஸ்இ பள்ளிகளில் கடந்த ஆண்டுகளில் 25 சதவீத அடிப்படையில் குழந்தைகள் சேர்க்கப்பட்டும் அதற்கான கல்வித் தொகையை அரசு இன்னும் வழங்க வில்லை என்ற குற்றச்சாட்டு உள்ளது. 

அதனால் அந்த பள்ளிகள் 25 சதவீத இடங்களை வழங்காமல் நிறுத்தி வைத்துள்ளதாக தெரிகிறது. இருப்பினும், வரும் கல்வி ஆண்டு முதல் அனைத்து தனியார் சிபிஎஸ்இ பள்ளிகளில் 25 சதவீதம் ஏழை எளிய மற்றும் நலிந்த பிரிவினருக்கு வழங்க பள்ளிக் கல்வித்துறை ஆணை பிறப்பிக்க உள்ளது. அதற்காக பள்ளிகளிடம் இருந்து விவரங்கள் கேட்டுள்ளது.

25 per cent quota for CBSE schools under compulsory education law: Tamil Nadu government decision

Madras: The Central Government passed a law in 2009 mandating the implementation of the CBSE in 25 per cent reservation for children belonging to the poorest sections of private self financing schools. It also said that the law should be implemented in all states. Accordingly, from 2010 onwards, the compulsory Right to Education Act came into force in most states. In 2011, the Tamil Nadu government issued a government order to implement the law in Tamil Nadu.

In addition to the main features of the above legislation, children from the poorer sections of society must be included in the private self financing school enrollment of 25 per cent. The Union Government's Human Resources Development Department said that the state government should pay for the cost of education. Accordingly, for the last 4 years in Tamil Nadu, 25 per cent of the poor, the marginalized and underprivileged have been enrolled in private self financing matriculation schools. While private matriculation schools offer only 25 per cent of these seats, private schools under the CBSE syllabus (CBSE) have not shown much interest in enrolling children from the poorest of the poor in the 25 per cent quota.

So the government is planning to include schools run under the CBSE curriculum. Subsequently, the school education department is collecting details on how many private self financed CBSE schools in Tamil Nadu and how many of them are in primary schools. As of now, more than 600 CBSE schools operating in Tamil Nadu are studying in 15 thousand students. There are about 7,000 students studying in primary and secondary schools. When students are admitted to these places, the school education department has decided to make it compulsory for 25 per cent of the poor, marginalized and underprivileged children to be admitted.

There have been allegations that some CBSE schools have not been able to provide adequate education for children in the past 25 per cent on a 25 per cent basis. So it seems that those schools have stopped offering 25 percent of the seats. However, from the coming academic year, 25% of all private CBSE schools have been mandated by the school education department to provide for the poor and the marginalized. The school has asked for details on that.
