ஜாக்டோ ஜியோ போராட்டத்தின் தங்கள் மீது எடுக்கப்பட்ட ஒழுங்கு நடவடிக்கைகள் நடப்பு சட்டமன்ற கூட்டத் தொடரில் ரத்தாகுமா? என்கின்ற எதிர்ப்பார்ப்பில் காத்திருக்கின்றனர் ஆசிரியர்கள் மற்றும் அரசு ஊழியர்கள்.

அரசு ஊழியர்கள் மற்றும் ஆசிரியர்கள் கூட்டமைப்பான ஜாக்டோ ஜியோ சார்பில் பங்களிப்பு ஓய்வூதியத்தை ரத்து செய்து, பழைய ஓய்வூதிய திட்டத்தை அமல்படுத்த வேண்டும், ஊதிய முரண்பாடுகளை களைய வேண்டும், 21 மாத ஊதியக்குழு நிலுவை தொகை வழங்க வேண்டும், 

சிறப்பு காலமுறை ஊதியம் பெறும் அங்கன்வாடி, சத்துணவு ஊழியர்களுக்கு வரையறுக்கப்பட்ட காலமுறை ஊதியம் வழங்க வேண்டும், அங்கன்வாடி பணிகளுக்கு ஆசிரியர்களை பணியமர்த்துவதை கைவிட வேண்டும், தொடக்க, நடுநிலைப்பள்ளிகளை உயர்நிலை, மேல்நிலைப்பள்ளிகளுடன் இணைக்கும் முடிவை கைவிட வேண்டும், 

இளைஞர்களின் வேலை வாய்ப்பை தட்டி பறிக்கும் அரசாணையை ரத்து செய்ய வேண்டும் என்பன உள்ளிட்ட 9 அம்ச கோரிக்கைகளை முன் வைத்து கடந்தாண்டு ஜனவரி 21 முதல் காலவரையற்ற வேலை நிறுத்தப் போராட்டத்தை நடத்தியது. 

அரசு மற்றும் அரசு உதவி பெறும் பள்ளி ஆசிரியர்கள், வருவாய் துறை, ஊரக வளர்ச்சி துறை, உயர்கல்வி துறை, நகர் நிர்வாக துறை, அங்கன்வாடி, சத்துணவு, தலைமை செயலகம் உள்ளிட்ட பல்வேறு துறை ஊழியர்கள் இப்போராட்டத்தில் பங்கேற்றனர்.

தமிழகம் முழுவதும் 5 லட்சம் ஆசிரியர்கள் உட்பட 12 லட்சம் பேர் பங்கேற்ற இந்த போராட்டத்தில் 2019 ஜனவரி 24 முதல் ஒவ்வொரு நாளும் பல நூறு ஆசிரியர்கள் கைது செய்யப்பட்டு சிறையில் அடைக்கப்பட்டனர். இறுதியில் 30ஆம் தேதி கோரிக்கைகள் எதுவும் நிறைவேற்றப்படாமலேயே போராட்டம் முடிவுக்கு வந்தது.

போராட்டம் முடிந்து ஓராண்டுக்கு மேல் ஆகியும் போராடியவர்கள் மீது எடுக்கப்பட்ட நடவடிக்கைகள் முடிவுக்கு கொண்டு வரப்படவில்லை. இதனால் ஆசிரியர்கள் ஓய்வு, பதவி உயர்வு மற்றும் இதர பலன்களை பெற முடியாமல் அவதிக்குள்ளாகியுள்ளனர். 

இது குறித்த அறிவிப்புகள் இந்த பட்ஜெட் கூட்டத் தொடரில் வருமென ஆசிரியர்கள் நம்பிக்கை தெரிவித்து வருகின்றனர்.இது குறித்து சிவகங்கை மாவட்ட ஜாக்டோ ஜியோ ஒருங்கிணைப்பாளர்களில் ஒருவரும், தமிழ்நாடு ஆரம்பப்பள்ளி ஆசிரியர் கூட்டணி மாவட்ட செயலாளருமான முத்துப்பாண்டியனோ, 

" பங்களிப்பு ஓய்வூதிய திட்டத்தை தொடர்வதா என்பது குறித்து ஓய்வு பெற்ற ஐ.ஏ.எஸ்., அதிகாரி, சாந்தஷீலா நாயர் தலைமையில் 2016ல் நிபுணர் கமிட்டி அமைக்கப்பட்டது. இந்த கமிட்டி, காலாவதியானதால், ஓய்வு பெற்ற ஐ.ஏ.எஸ்., அதிகாரி ஸ்ரீதர் தலைமையில் புதிய கமிட்டி அமைத்து ஆய்வு செய்யப்பட்டது. 

இந்த கமிட்டியின் அறிக்கை 2018, நவ., 27ல் அரசிடம் தாக்கல் செய்யப்பட்டு உள்ளது. இதேபோல, ஊதிய முரண்பாடுகளை களைவதற்கான, சித்திக் கமிட்டியின் அறிக்கை கடந்த ஆண்டு ஜனவரி 5ல் அரசிடம் தாக்கல் செய்யப்பட்டு உள்ளது. 

இந்த அறிக்கைகள் வந்த பின்பும் அரசு தரப்பில் எந்த முடிவும் இதுவரை எடுக்கப்படவில்லை. கடந்த ஜாக்டோ ஜியோ போராட்டத்தில் தமிழக முதல்வர் அவர்களின் வேண்டுகோளை ஏற்று பணிக்கு திரும்பியவர்களில் தமிழகம் முழுவதும் 7 ஆயிரத்திற்கு மேற்பட்டவர்கள் மீது 

17(ஆ) ஒழுங்கு நடவடிக்கைகள், பணி மாறுதல்கள் மற்றும் குற்றவியல் வழக்குகள் நிலுவையில் உள்ளன. இவையெல்லாம் ஓராண்டுக்கு மேலாகியும் முடிவுக்கு கொண்டு வரப்படவில்லை. இதனால் பணி நிறைவு மற்றும் பதவி உயர்வு பெறும் ஆசிரியர்கள் பெரிதும் பாதிப்பு அடைந்துள்ளனர்.

எம்.ஜி.ஆர் மற்றும் கலைஞர் ஆட்சி காலத்திலும் கடுமையான போராட்டங்களை நடத்தியுள்ளோம். அவ்வாறு நடைபெற்ற போராட்டங்களில் எடுக்கப்பட்ட நடவடிக்கைகள் ஒரு மாதத்திற்குள்ளாகவே ரத்து செய்யப்பட்டுள்ளன. 

முன்னாள் முதல்வர் ஜெயலலிதா ஆட்சிகாலத்தில் 2001-2002ம் ஆண்டு நடைபெற்ற கூட்டுப் போராட்டத்தில் 1.5 லட்சம் பேர் மீது எடுக்கப்பட்ட நடவடிக்கை போராட்ட முடிவில் ரத்து செய்யப்பட்டது. குற்றவியல் நடவடிக்கைகள் கூட ஓரிரு மாதங்களில் மீட்டுக்கொள்ளப்பட்டன. 

ஆனால் தற்பொழுதுதான் ஓராண்டுக்கு மேலாகியும் போரடியவர்கள் மீது எடுக்கப்பட்ட நடவடிக்கைகள் நிலுவையில் இருந்து வருகிறது. இது குறித்து அதிகாரிகள், அமைச்சர்கள் மற்றும் முதல்வர் அவர்களிடமும் நேரிடையாக கோரிக்கை வைத்துள்ளோம். 

நடப்பு பட்ஜெட் கூட்டத் தொடரில் இதற்கான அறிவிப்பு வெளியாகும் என்ற எதிர்பார்ப்பு அனைத்து தரப்பு ஆசிரியர்கள் மற்றும் ஊழியர்களிடம் ஏற்பட்டுள்ளது. இதை சில நம்பந்தகுந்த வட்டாரங்களும் உறுதிப்படுத்தியுள்ளன. எனவே எங்கள் எதிர்பாபர்பை தமிழக அரசும், தமிழக முதல்வரும் பூர்த்தி செய்வார்கள் என நம்புகிறோம்." என்கிறார் அவர்.

Criminal activities were also recovered within a month. But now, more than a year ago, the actions taken against those who have been defeated are pending. We have made a direct request to the authorities, ministers and the CM. The expectation that the announcement will be made in the current budget meeting is aimed at all faculty and staff.
