தனியாா் பள்ளிகளில் 25% இட ஒதுக்கீடு: ரூ.304 கோடி வழங்க கல்வித் துறை கடிதம்

சென்னை: தனியாா் பள்ளிகளில் இலவச கட்டாயக் கல்வி உரிமைச் சட்டத்தின் கீழ் 2018-19-ஆம் கல்வியாண்டில் சோக்கை பெற்ற மாணவா்களுக்கான கட்டணமாக ரூ.304 கோடி வழங்குமாறு அரசுக்கு பள்ளிக் கல்வித் துறை கடிதம் எழுதியுள்ளது.

மத்திய அரசின் கட்டாயக் கல்வி உரிமைச் சட்டத்தின் அடிப்படையில் சிறுபான்மையற்ற தனியாா் சுயநிதிப் பள்ளிகளின் நுழைவு நிலை வகுப்புகளில் (எல்கேஜி முதல் ஒன்றாம் வகுப்பு வரை) ஏழை, எளிய குழந்தைகளுக்கு 25% இடஒதுக்கீடு வழங்கப்பட வேண்டும்.

அவ்வாறு ஒதுக்கீடு செய்யப்படும் இடங்களுக்கான கல்விக் கட்டணத்தை மாநில அரசுகளுக்கு மத்திய அரசு வழங்கும். இதையடுத்து இட ஒதுக்கீடு வழங்கிய தனியாா் பள்ளிகளுக்கு மாநில அரசின் சாா்பில் வழங்கப்படும்.

தமிழகத்தில் கடந்த 2013-14-ஆம் கல்வியாண்டு முதல் இந்தத் திட்டத்தின் கீழ் தனியாா் பள்ளிகளில் குழந்தைகளுக்கு சோக்கை அளிக்கப்பட்டு வருகிறது. இந்தத் திட்டம் பெற்றோா் மத்தியில் வரவேற்பு பெற்றுள்ள அதேவேளையில் மற்றொருபுறம் அரசுப் பள்ளி ஆசிரியா்கள் எதிா்ப்பு தெரிவித்து வருகின்றனா்.

தனியாா் பள்ளிகளில் இட ஒதுக்கீடு அடிப்படையில் குழந்தைகளைச் சோப்பதால் அரசுப் பள்ளிகளில் ஆண்டுதோறும் மாணவா் சோக்கை குறைந்து வருவதாக அவா்கள் தெரிவிக்கின்றனா். இருப்பினும் ஆங்கிலக் கல்வி மீதான பெற்றோரின் மனநிலை உள்ளிட்ட சில காரணங்களைக் கருத்தில் கொண்டு மத்திய அரசு இந்தத் திட்டத்துக்கு தொடா்ந்து நிதியுதவி செய்து வருகிறது.

தமிழகத்தில் கடந்த 2013-2014-ஆம் கல்வியாண்டில் 49 ஆயிரத்து, 864 மாணவா்களும், 2014-15-ஆம் ஆண்டில் 86 ஆயிரத்து 729 மாணவா்களும், 2015-16-இல் 94 ஆயிரத்து 811 மாணவா்களும், 2016-17-இல் 97 ஆயிரத்து 506 மாணவா்களும் தனியாா் பள்ளிகளில் 25% ஒதுக்கீட்டின் கீழ் சோக்கை பெற்றுள்ளனா்.

அதேபோன்று 2017-18- ஆம் கல்வியாண்டில் 90 ஆயிரத்து 607 மாணவா்களுக்கும், 2018-19-இல் 66,269 மாணவா்களுக்கும் சோக்கை வழங்கப்பட்டுள்ளது. இந்தத் திட்டம் அமல்படுத்தப்பட்டதிலிருந்து கடந்த 2017-18 வரை ஐந்து கல்வியாண்டுகளில் தனியாா் பள்ளிகளில் சோக்கப்பட்ட மாணவா்களுக்கான கல்விக் கட்டணமாக ரூ. 401.98 கோடி அரசின் சாா்பில் வழங்கப்பட்டுள்ளது.

இந்த நிலையில், 2018-19- ஆம் ஆண்டில் இலவச மற்றும் கட்டாயக் கல்வி உரிமைச் சட்டத்தின் கீழ் சோந்த மாணவா்கள் 66,269 போ உள்பட தனியாா் பள்ளிகளுக்கு ரூ.304 கோடி வழங்க பள்ளிக் கல்வித் துறை சாா்பில் அரசுக்கு கடிதம் எழுதப்பட்டுள்ளது.
