இலவச மடிக்கணினி கிடைக்காமல் பிளஸ் 2 மாணவர்கள் ஏமாற்றம்

அரசு விதித்துள்ள பல்வேறு கட்டுப்பாடுகளால் இலவச மடிக்கணினி கிடைக்காமல் பிளஸ் 2 மாணவர்கள் ஏமாற்றம் 

முதல்வர் தலையிட்டு நடவடிக்கை எடுக்க கோரிக்கை 

தமிழக அரசின் இலவச மடிக்கணினி வழங்கும் திட்டத்தில் பல்வேறு விதிமுறை களை புகுத்தியுள்ளதால், பிளஸ் 2 மாண வர்களுக்கு மடிக்கணினி கிடைப்பதில் சிக்கல் ஏற்பட்டுள்ளது. இந்த முடிவால், மாநிலம் முழுவதும் பள்ளி மாணவர்கள் போராட்டங்களில் ஈடுபடுவது அதிகரித்து வருகிறது. 

 அரசு மற்றும் அரசு உதவி பெறும் பள்ளிகளில் படிக்கும் பிளஸ் 1, பிளஸ் 2 மாணவர்களுக்கு இலவச மடிக்கணினி வழங்கும் திட்டம் 2011-ம் ஆண்டு தொடங் கப்பட்டது. அரசுப் பள்ளிகளில் படிக்கும் மாணவர்கள் தங்களை போட்டித் தேர்வு களுக்கு தயார்படுத்திக் கொள்ளவும், தகவல் தொழில்நுட்பங்களை அறிந்து, போட்டி நிறைந்த, கணினி சார்ந்த வேலை வாய்ப்புச் சந்தையில் வேலைவாய்ப்பை பெறுவதற்காகவும் இந்த திட்டம் தொடங் கப்பட்டதாக அரசு தெரிவித்தது. 

தமிழக அரசின் சிறப்புத் திட்டங்கள் செயலாக்கத் துறையின் சார்பில், ‘எல்காட்’ நிறுவனம் மூலம் மடிக்கணினிகள் கொள் முதல் செய்யப்பட்டு மாணவர்களுக்கு வழங் கப்படுகிறது. முன்னாள் முதல்வர் ஜெய லலிதா அறிமுகப்படுத்திய இந்த திட்டம், மாணவர்கள், பெற்றோர்களிடையே பெரும் வரவேற்பைப் பெற்றது. இளைய தலை முறை வாக்காளர்கள் அதிமுகவின் வாக்கு வங்கியாக மாற இந்த திட்டம் பெரும் உதவி செய்தது. 2011-12 முதல் 2016-17-ம் ஆண்டு வரை ரூ.5,490.75 கோடி செலவில் 37 லட்சம் மடிக் கணினிகள் அரசால் வழங்கப்பட்டுள்ளன. 

இதனால், தனியார் பள்ளிகளில் படித்த மாணவர்கள்கூட அரசின் மடிக்கணினி உள்ளிட்ட திட்டங்களால் ஈர்க்கப்பட்டு, அரசுப் பள்ளியில் சேரும் அளவுக்கு மாற்றம் ஏற்பட்டது. பெரும் வரவேற்பைப் பெற்ற இந்த திட்டம், அடுத்தடுத்த ஆண்டுகளில் விரிவாக்கம் செய்யப்படுவதற்கு பதிலாக, சுருங்கி வருவது மாணவர்களிடையே அதிர்ச்சியை ஏற்படுத்தியுள்ளது. குறிப்பாக கடந்த 2017 முதல் நிதி ஒதுக்கீடு குறைப்பு, நீதிமன்ற வழக்கு நிலுவை உள்ளிட்ட பல்வேறு காரணங் களால் மடிக்கணினி வழங்குவது வெகுவாக குறைந்துள்ளது. 

2017 முதல் 2020-ம் ஆண்டு வரை 15.53 லட்சம் மாணவர்களுக்கு மடிக் கணினி வழங்க ரூ.1,362 கோடி நிதி ஒதுக்கப் பட்டது. பிளஸ் 2 படிக்கும் மாணவருக்கு இலவச மடிக்கணினி உறுதி என்ற திட்டத்தின் ஆரம்ப நோக்கம் சிதைக்கப்பட்டு, தேர்ச்சி பெற்று இருக்க வேண்டும், பிளஸ் 2-க்குப் பின்னர் தொடர்ந்து உயர்கல்வி படிக்க வேண்டும் என்றெல்லாம் விதிமுறைகளுடன் சமீபத்தில் அரசாணை வெளியாகியுள்ளது. 

 இதன்படி தற்போது கொள்முதல் செய்யப்பட்டுள்ள 15 லட்சத்து 53 ஆயிரத்து 359 மடிக்கணினிகளை வழங்குவதில், 2019-20-ம் ஆண்டு பிளஸ் 2 மாணவர்களுக்கு முன்னுரிமை வழங்க வேண்டும். அடுத் ததாக பிளஸ் 1 மாணவர்களுக்கும், மூன்றாவ தாக 2018-19-ம் ஆண்டு பிளஸ் 2 மாண வர்களுக்கும், நான்காவதாக 2017-18-ம் ஆண்டு பிளஸ் 2 படித்த மாணவர்களுக்கும் வழங்க வேண்டும் என அரசாணையில் குறிப்பிடப்பட்டுள்ளது. 

இந்த உத்தரவால், ஏழ்மை காரணமாக, கல்லூரிகளுக்கு செல்ல முடியாமல், தொலை நிலைக் கல்வி பயிலும் மாணவர்கள் உள் ளிட்ட பலருக்கும் மடிக்கணினி கிடைக்காத நிலை ஏற்பட்டுள்ளது. பிளஸ் 2 முடித்து உயர்கல்வி படிப்பவர்களில் யாருக்கு மடிக்கணினி வழங்க வேண்டும் என்பதில் எவ்வித தெளிவும் இல்லாத நிலையில், பள்ளி தலைமை ஆசிரியர்கள் தங்கள் விருப்பம்போல் விதிமுறைகளை வகுத்து மாணவர்களை அலைக்கழிப்பதாக குற்றம் சாட்டப்படுகிறது. 

இதனால், ஏறக்குறைய தமிழகத்தில் அனைத்து நகரங்களிலும் இலவச மடிக்கணினி கோரி மாணவர்கள் பல்வேறு போராட்டங்களை நடத்தியுள்ளனர். ஈரோடு போன்ற நகரங்களில் மாணவர்கள் மீது தடியடி என்ற நிலை வரை சென்றுள்ளது. இலவச மடிக்கணினி வழங்குவதில் விதிக்கப்பட்டுள்ள கட்டுப்பாடுகளை நீக்கி, தேவையற்ற கெடுபிடி காட்டாமல், பிளஸ் 2 முடித்த அனைத்து மாணவர்களுக்கும் மடிக்கணினி வழங்கும் வகையில் முதல் வர் நடவடிக்கை எடுக்க வேண்டும் என்பதே மாணவர்கள் மற்றும் பெற்றோர், முன்வைக்கும் கோரிக்கையாகும்.

Request for the CM to intervene and take action

The Government of Tamil Nadu has imposed various regulations on the provision of free laptops, plus two students have trouble accessing the laptop. With this decision, school students across the state are increasingly involved in protests.

 In 2011, the government launched a free laptop computer for Plus One and Plus Two students studying in government and government aided schools. The government said the program was launched to enable students studying in government schools to prepare themselves for competitive exams, learn information technologies and find employment in a competitive, computer-based job market.

On behalf of the Special Projects Implementation Department of the Government of Tamil Nadu, laptops were first made available to students through the Ellcott Telephone Company. The program, which was introduced by former Chief Minister Jaya Lalitha, was a great success among students and parents. The scheme has helped the younger generation of voters become the AIADMK vote bank. From 2011-12 to 2016-17, the government has provided 37 lakh computers at a cost of Rs 5,490.75 crore.

As a result, even the students who attended private schools were attracted by the program, including the state-of-the-art laptop, which changed the size of the state school. The program, which has been a great success, has been shocking to students who are shrinking rather than expanding in subsequent years. The supply of laptops has declined significantly due to a variety of reasons, including a reduction in funding allocations and court cases, especially since last year.

From 2017 to 2020, Rs. Recently, the government has been issued with rules that the basic purpose of a free laptop guarantee program for a student studying Plus 2 is to be corrupted and mastered.

 Accordingly, priority should be given to students of Plus Two in 2019-20, out of which 15 lakhs 53 thousand 359 laptops have been purchased so far. The government has stated that Adutha Tathagai Plus 1 students should be given the third term, 2018-19 Plus Two students and the fourth term 2017-18 Plus 2 students.

This directive has resulted in poor access for many students who are unable to attend college and have access to distance education. In the absence of any clarification on who should be provided with a laptop for Plus Two high schoolers, school principals are accused of setting the rules at their discretion.

As a result, students have staged various protests in almost all cities in Tamil Nadu demanding a free laptop. Students in cities like Erode have been hit hard. The demand for students and parents is to remove the restrictions imposed on the provision of free laptops and to take the first step in providing the laptop to all students who have completed Plus Two, without undue harm.
