தொடக்கப்பள்ளிகளில் காலியாக உள்ள 2,600 இடைநிலை ஆசிரியர் பணியிடங்களில் உபரி பட்டதாரி ஆசிரியர்களை நியமிக்க பள்ளிக்கல்வித்துறை முடிவு செய்துள்ள நிலையில், இது ஆசிரியர்கள் மத்தியில் புகைச்சலை ஏற்படுத்தியுள்ளது. தமிழகம் முழுவதும் 37 ஆயிரத்து 211 அரசுப்பள்ளிகளில் 46 லட்சம் மாணவர்கள் படித்து வருகின்றனர். இவர்களுக்கு பாடம் நடத்த 2.30 லட்சம் ஆசிரியர்கள் பணிபுரிந்து வருகின்றனர். இதற்கிடையே அனைத்து வகை ஆசிரியர்களுக்கான பணிநிரவல், பதவி உயர்வு மற்றும் இடமாறுதல் கலந்தாய்வு கடந்த ஜூலை மற்றும் நவம்பர் மாதங்களில் நடத்தப்பட்டது. இந்த கலந்தாய்வு முடிவில் தொடக்கக்கல்வித் துறையில் 2 ஆயிரத்து 600 இடைநிலை ஆசிரியர் பணியிடங்கள் காலியாக உள்ளதாக தெரிய வந்துள்ளது. 

இவற்றுக்கு புதிய ஆசிரியர்களை நியமிப்பதை விட, ஏற்கனவே பட்டியலிடப்பட்ட உபரி பட்டதாரி ஆசிரியர்களை கொண்டு நிரப்ப தமிழக பள்ளிக்கல்வித்துறை முடிவு செய்துள்ளது. இதுகுறித்து தொடக்கக்கல்வித்துறை அதிகாரிகள் கூறுகையில், ‘அரசுப்பள்ளிகளில் மாணவர் சேர்க்கை குறைவு உட்பட பல்வேறு காரணங்களால் உபரி ஆசிரியர்களின் எண்ணிக்கை ஆண்டுதோறும் அதிகரித்து வருகிறது. அதன்படி, 2018 ஆகஸ்ட் மாத மாணவர் சேர்க்கையின் அடிப்படையில் 13 ஆயிரத்து 623 பட்டதாரி ஆசிரியர்கள் உபரியாக பட்டியலிடப்பட்டனர். இவற்றில் ஜூலையில் நடைபெற்ற பணி நிரவல் கலந்தாய்வு மூலம் 1,514 ஆசிரியர்களுக்கு இடமாறுதல் வழங்கப்பட்டது. இன்னும் 12 ஆயிரத்து 109 பட்டதாரி ஆசிரியர்கள் உபரியாக இருக்கின்றனர். 

1996 முதல் 2014 வரையான காலக்கட்டத்தில் நியமிக்கப்பட்ட ஆசிரியர்களில் உபரியானவர்களின் விவரப்பட்டியல் தமிழ், ஆங்கிலம், கணிதம், அறிவியல், சமூக அறிவியல் என பாடவாரியாக தயாரிக்கப்பட்டுள்ளது. இவர்களுக்கு மாற்றுப்பணிகள் வழங்க ஏற்கனவே தமிழக அரசு முடிவு செய்திருந்தது. அதன்படி தொடக்கப்பள்ளிகளில் காலியாக உள்ள 2 ஆயிரத்து 600 இடைநிலை ஆசிரியர் பணியிடங்களுக்கு பட்டியலிடப்பட்ட பட்டதாரி உபரி ஆசிரியர்களை பணியிறக்கம் செய்து நியமிக்க திட்டமிடப்பட்டுள்ளது. இதற்காக மாவட்டவாரியாக புதிய பட்டியல் தயாரிக்கும் பணிகள் நடந்து வருகிறது. முடிந்த வரை தற்போது பணிபுரியும் மாவட்டத்துக்குள்ளோ அல்லது அருகில் உள்ள மாவட்டங்களுக்கோ ஆசிரியர்கள் மாறுதல் செய்யப்படுவார்கள். பணியிறக்கப்படும் பட்டதாரி ஆசிரியர்கள் 4, 5ம் வகுப்புகளுக்கு மட்டும் பாடம் நடத்த அனுமதிக்கப்படுவர். 

 அவர்களின் ஊதியம் உட்பட பணிநிலையில் எந்த மாற்றமும் இருக்காது. மீதம் உள்ளவர்களை குறைவான ஆசிரியர் உள்ள பள்ளிகளுக்கு சிறப்பு பணியில் அனுப்புவது, அலுவலக பணிகளுக்கு பயன்படுத்தி கொள்வது போன்ற மாற்றுப்பணிகள் வழங்கப்படும். இவ்வாறு அவர்கள் கூறினர்.தமிழக பள்ளிக்கல்வித்துறையின் இந்த முடிவு ஏற்கனவே பட்டதாரி ஆசிரியர்களை அதிர்ச்சியில் ஆழ்த்தியுள்ள நிலையில், தகுதியிறக்கத்தை ஏற்காமல் போராட்ட களத்தில் குதிக்கவும் ஆசிரியர் சங்கங்கள் முடிவு செய்துள்ளதாக தெரிகிறது. 

 இதுதொடர்பாக பட்டதாரி ஆசிரியர் சங்க நிர்வாகிகள் கூறுகையில், ‘பட்டதாரி ஆசிரியராக பணி நியமனம் பெற்று, மாணவர் குறைவை காரணம் காட்டி பள்ளிகளின் எண்ணிக்கையை குறைத்து உபரி ஆசிரியர் என்று கூறி எங்களை தகுதியிறக்கம் செய்வது நியாயமல்ல. இது எங்களை மனஉளைச்சலுக்கு ஆளாக்கியுள்ளது. எனவே, போராட்டங்களை முன்னெடுப்பது குறித்து பரிசீலித்து வருகிறோம்’ என்றனர்.

There are 46 lakh students studying in 37 thousand 211 government schools across Tamil Nadu. 2.30 lakh teachers are working to teach them. At the end of this consultation, it was revealed that two thousand 600 intermediate teacher positions in the start-up field were vacant. Instead of hiring new teachers, the Tamil Nadu School Department has decided to replace the already enrolled surplus graduate teachers. 

According to elementary school officials, the number of surplus teachers is increasing annually due to various reasons, including the decrease in student enrollment in government schools. Accordingly, 13 thousand 623 graduate teachers were listed as surplus based on student enrollment in August 2018. Of these, 1,514 teachers were relocated through a workforce consultation in July. There are still 12 thousand 109 graduate teachers. From 1996 to 2014, the list of subordinates of teachers appointed has been syllabus in Tamil, English, Mathematics, Science and Social Sciences. 

The Tamil Nadu government has already decided to provide them with work. Accordingly, it is planned to recruit and recruit graduate surplus teachers who are enrolled in the vacancies in the primary schools. A new list is being prepared by the district. Teachers will be transferred to the current working district or adjacent districts as long as possible. Graduate teachers who are employed are allowed to teach lessons for grades 4 and 5 only. There will be no change in working conditions, including their wages. Alternatives such as sending the rest to underprivileged schools for special purposes and using them for office work will be provided. 

This decision by the Tamil schooling department has already shocked the graduate teachers, and the teachers' unions seem to have decided to jump into the field of struggle without disqualification. The Graduate Teachers Association executives said, "It is not fair to hire a graduate teacher and reduce the number of schools due to student shortages and qualify us as surplus teachers." This has caused us depression. So we are considering to carry out protests.
