2020-21 மத்திய பட்ஜெட்டில் இடம்பெறும் சிறப்பம்சங்கள் குறித்து வெளியான தகவல்!
பிரதமர் நரேந்திர மோடி அரசின் 2020-21 மத்திய பட்ஜெட், உள்கட்டமைப்புக்கான செலவினங்களை உயர்த்துவதோடு, தனிநபர் வரியைக் குறைக்கும் என்றும், நுகர்வோர் தேவை மற்றும் முதலீட்டைத் தூண்டும் என்றும் அரசு வட்டார தகவல்கள் மற்றும் பொருளாதார வல்லுநர்கள் தெரிவித்துள்ளனர்.
வருகிற சனிக்கிழமை ஏப்ரல் 1-ந்தேதி மத்திய நிதி அமைச்சர் நிர்மலா சீதாராமன் தனது 2-வது பொதுபட்ஜெட்டை பாராளுமன்றத்தில் தாக்கல் செய்கிறார்.
இந்தியா கடந்த 10 ஆண்டுகளில் மோசமான பொருளாதார மந்தநிலையை எதிர்கொண்டு வருகிறது. ஜூலை-செப்டம்பர் காலாண்டில் வளர்ச்சி 4.5 சதவீதமாக சரிந்து உள்ளது.
ஒவ்வொரு ஆண்டும் லட்சக்கணக்கான இளைஞர்கள் வேலை வாய்ப்புகளை இழந்து வருகின்றனர். கார்ப்பரேட் வரி குறைப்பு மற்றும் மத்திய வங்கியின் பண தளர்த்தல் இருந்தபோதிலும், முதலீடுகளை ஈர்க்க முடியவில்லை.
பொருளாதார வல்லுநர்களும் முதலீட்டாளர்களும்,
ஏப்ரல் 1 ஆம் தேதி முதல் வரவுசெலவுத் திட்டத்தில் நிதி ஒதுக்குதல் மற்றும் சாலைகள், ரெயில்வே மற்றும் கிராமப்புற நலன்களுக்கான செலவினங்களின் அதிகரிப்பு வளர்ச்சியை கொடுக்கக்கூடும் என்று கூறுகின்றனர்.
பலவீனமான பொருளாதாரம் மற்றும் அரசுக்கு எதிரான ஆர்ப்பாட்டங்களின் அலையால் பட்ஜெட்டில் நிதி தூண்டுதலுக்கான வாய்ப்புகள அதிகரித்துள்ளன என்று சிங்கப்பூரின் மூலதன பொருளாதாரத்தின் பொருளாதார நிபுணர் ஷிலான் ஷா கூறி உள்ளார்.
சர்வதேச நாணய நிதியம் இந்த மார்ச் மாதத்துடன் முடிவடையும் நிதியாண்டில் இந்தியாவின் வளர்ச்சிக்கான கணிப்பை 4.8 சதவீதமாக குறைத்து உள்ளது. வரும் நிதியாண்டில் வளர்ச்சிக்கான கணிப்பை 5.8 சதவீதமாகக் குறைத்து உள்ளது குறிப்பிடத்தக்கது.
வருவாய் கிட்டத்தட்ட ரூ.3 லட்சம் கோடியாக குறையும் என்று மதிப்பிடப்பட்ட பின்னர், மத்திய அரசு அதன் பற்றாக்குறை மதிப்பீடுகளை தொடர்ந்து மூன்றாவது ஆண்டாக இழக்க நேரிடும்.

2020/21 ஆம் ஆண்டில் மொத்த உள்நாட்டு உற்பத்தியில் 3 சதவீதமாக நிதி பற்றாக்குறையை குறைக்கும் முந்தைய இலக்கை, குறைந்தது இரண்டு ஆண்டுகளுக்கு ஒத்திவைக்க கூடும் என்று அரசாங்க வட்டாரங்கள் ராய்ட்டர்ஸிடம் தெரிவித்து உள்ளன.
அடுத்த ஐந்து ஆண்டுகளில் ரூ.510 லட்சம் கோடி (1.48 டிரில்லியன் டாலர்) உள்கட்டமைப்பில் முதலீடு செய்யும் திட்டத்தை சீதாராமன் பட்ஜெட்டில் அறிவிப்பார் என்று எதிர்பார்க்கப்படுகிறது. இப்போது 2.8 டிரில்லியன் டாலருடன் ஒப்பிடுகையில்,
அதற்குள் இந்தியாவை 5 டிரில்லியன் டாலர் பொருளாதாரமாக மாற்ற முடியும் என்று நம்பப்படுகிறது என அரசாங்க வட்டாரங்கள் தெரிவித்துள்ளன.
2014-ல் பொறுப்பேற்றதிலிருந்து சாலைகள், ரயில்வே, விமான நிலையங்கள் மற்றும் துறைமுகங்களுக்கான அரசு செலவினங்களை மோடி அரசு அதிகரித்துள்ளது.
மேலும் மாநில மானியங்களை குறைத்துள்ளது இந்த ஆண்டு தனியார் மயமாக்கலுக்கு தள்ளக்கூடும்.
நஷ்டத்தை விளைவிக்கும் தேசிய விமான நிறுவனமான ஏர் இந்தியா மற்றும் எண்ணெய் சில்லறை விற்பனையாளர் பாரத் பெட்ரோலியம் கார்ப் லிமிடெட் மற்றும் ஒரு சிலவற்றை விற்பனை செய்வதற்கான திட்டங்களை அரசாங்கம் ஏற்கனவே அறிவித்துள்ளது.

கடந்த செப்டம்பரில் கார்ப்பரேட் வரி விகிதங்கள் குறைக்கப்பட்ட பின்னர் உள்நாட்டு முதலீட்டாளர்கள் வருமான வரி விகிதங்களில் சிறிது நிவாரணம் எதிர்பார்க்கிறார்கள்.

Prime Minister Narendra Modi's government's 2020-21 federal budget will boost infrastructure spending, reduce personal taxes and stimulate consumer demand and investment, government sources and economists said. Economists and investors alike say that the budget is effective from April 1, and that growth in spending on roads, railways and rural interests is likely to increase. Shylan Shah, an economist at Singapore's Capital Economy, said the budget's economic stimulus has increased because of a weak economy and a wave of anti-government protests.
The IMF has cut India's growth forecast for the fiscal year ending March this year to 4.8 percent. The growth forecast for the next fiscal year is down to 5.8%. After revenues are estimated to be around Rs 3 lakh crore, the central government will lose its deficit estimates for the third consecutive year.
Government sources have told Reuters that Finance Minister Nirmala Sitharaman has postponed the earlier target of reducing the fiscal deficit to 3 percent of GDP by 2020/21, at least for two years. Sitharaman is expected to announce a budget of Rs 510 trillion ($ 1.48 trillion) in infrastructure over the next five years.
According to government sources, India is now expected to turn $ 5 trillion into an economy, compared to $ 2.8 trillion. Since taking office in 2014, the Modi government has increased government spending on roads, railways, airports and ports. Further reduction in state subsidies may push private privatization this year.
The government has already announced plans to sell the loss-making national carrier Air India and oil retailer Bharat Petroleum Corp Ltd and a few others. In order to boost domestic production, the budget is expected to increase imports of more than 50 items,
including electronics, electrical goods, chemicals and handicrafts, targeting imports of $ 56 billion from China and elsewhere. Domestic investors are expecting some relief in income tax rates after corporate tax rates were lowered last September.
