வாக்காளர் பட்டியலில் 'ஆதார்' எண் இணைப்பு?

சென்னை: வாக்காளர்கள் பெயருடன் 'ஆதார்' எண்களை இணைக்கும் பணி விரைவில் துவங்க உள்ளது.ஒவ்வொரு ஆண்டும் தேர்தல் ஆணையம் சார்பில் வாக்காளர் பட்டியல் திருத்த பணி நடக்கிறது. வாக்காளர்களின் வசதிக்காக விடுமுறை நாட்களில் அனைத்து ஓட்டு சாவடிகளிலும் சிறப்பு முகாம்கள் நடத்தப்படும். 

கடந்த ஆண்டு இரண்டு மாதங்கள் இப்பணி நடந்தது. எத்தனை முகாம் நடத்தினாலும் வாக்காளர் பட்டியலில் குளறுபடிகள் ஏற்படுவதை தடுக்க இயலவில்லை.பெரும்பாலான வாக்காளர்கள் ஒரு இடத்திலிருந்து மற்றொரு இடத்திற்கு குடிபெயரும் போது புதிய இடத்தில் வாக்காளர் பட்டியலில் பெயர் சேர்க்க விண்ணப்பிக்கின்றனர். 

அப்போது ஏற்கனவே பழைய இடத்தில் உள்ள பெயரை நீக்க விண்ணப்பிப்பதில்லை. இதனால் ஒருவருடைய பெயர் பல இடங்களில் இருக்கும் நிலை ஏற்படுகிறது. புதிய மென்பொருள் உதவியுடன் புகைப்படங்களை ஒப்பிட்டு ஒன்றுக்கு மேற்பட்ட இடங்களில் 

ஒருவரின் பெயர் இருந்தால் அதை நீக்க தேர்தல் ஆணையம் நடவடிக்கை மேற்கொண்டது. இதை ஒரு தொகுதிக்குள் செய்ய முடிந்தது; மாநில அளவிலோ தேசிய அளவிலோ செய்ய முடியவில்லை.

அதேபோல எத்தனை முறை ஒன்றுக்கு மேற்பட்ட இடங்களில் உள்ள பெயரை நீக்கினாலும் பலர் மீண்டும் பெயர் கொடுக்கும் சூழல் உள்ளது. இதனால் ௧௦௦ சதவீதம் முறைகேடில்லாத வாக்காளர் பட்டியலை தேர்தல் ஆணையத்தால் தயாரிக்க இயலவில்லை. 

இப்பிரச்னைக்கு தீர்வு காண வாக்காளர் பட்டியலில் உள்ள வாக்காளர் பெயருடன் அவர்களின் ஆதார் எண்ணை இணைக்க தேர்தல் ஆணையம் முடிவு செய்தது. அவ்வாறு இணைக்கும் போது ஒருவரின் பெயர் ஒன்றுக்கும் மேற்பட்ட இடங்களில் இடம்பெறுவதை தவிர்க்க முடியும் என தேர்தல் ஆணையம் அறிவித்தது. 

அதன்படி 2015ல் வாக்காளர்களின் ஆதார் எண்களை சேகரிக்கும் பணியை தேர்தல் ஆணையம் துவக்கியது. இதை எதிர்த்து சிலர் நீதிமன்றம் சென்றனர்; நீதிமன்றம் தடை விதித்தது.சமீபத்தில் நீதிமன்றம் தடையை விலக்கி உள்ளது. 

மத்திய சட்டத் துறையும் ஆதார் எண்களை பெற அனுமதி அளித்துள்ளது. கடந்த ஆண்டு வாக்காளர் சுய சரிபார்ப்பு திட்டம் நடந்தபோது ஏராளமானோர் தாமாக முன்வந்து முகவரி சான்றாக தங்கள் ஆதார் அட்டையை சமர்பித்துள்ளனர். 

எனவே வாக்காளர்களின் ஆதார் எண்களை பெற்று அவற்றை வாக்காளர் பட்டியலுடன் இணைக்க தேர்தல் ஆணையம் ஆலோசித்து வருகிறது. விரைவில் இப்பணி துவங்கும் என எதிர்பார்க்கப்படுகிறது.

'Aadhaar' number link in voter list?

Chennai: The process of linking 'Aadhaar' numbers with voters' names is about to commence soon. For the convenience of voters, special camps will be held at all the booths during the holidays. The work took place for two months last year. 

No matter how many camps are held, the voter list cannot be prevented. Many voters apply for a new voter list as they migrate from one place to another. Then you will not apply for deletion of the old name. This causes a person's name to be in multiple places. 

With the help of the new software, the EC has taken steps to compare the photos and remove the names of more than one person. We were able to do this in one batch; It is not possible to do so at the state level or national level. 

Thus, the Election Commission was not able to produce a list of voter turnout of 1 per cent. To address the issue, the Election Commission decided to combine their Aadhaar number with the voter's name on the voter list. The Election Commission announced that it would be possible to avoid the occurrence of one's name in more than one place. 

Accordingly, in 2015, the Election Commission began the process of collecting the voter's Aadhaar numbers. Some went to court to protest this; The court has recently lifted the ban. The Federal Law Department has also allowed Aadhaar numbers to be obtained. 

During the Voter Self-Verification Program last year, many people voluntarily submitted their Aadhaar card as proof of address. So the EC is considering getting the voter's Aadhaar numbers and linking them to the voter list. The work is expected to start soon.
