மத்திய அரசு, ஆயுஷ்மான் பாரத் சுகாதார பாதுகாப்பு திட்டத்தின் மூலம் ஏழை குடும்பங்களுக்கு ஓராண்டுக்கு தலா ரூ.5 லட்சம் மருத்துவ காப்பீடு வழங்கி வருகிறது. இதுதவிர, உயிருக்கு அச்சுறுத்தலான கொடிய நோயால் பாதிக்கப்பட்ட ஏழைகள் ரூ.10 லட்சம் வரை மருத்துவ சிகிச்சை, நிதி உதவி பெற தேசிய ஆரோக்கிய நிதி திட்டமும் செயல்படுத்தப்படுகிறது. 

ஆனால், ஆயுஷ்மான் திட்ட பயனாளிகள் ஒரே நேரத்தில் தேசிய ஆரோக்கிய நிதி திட்டத்தின் பலனையும் பெற அனுமதிக்கப்படுவதில்லை. இதற்கான பரிந்துரையை சமீபத்தில் நிராகரித்த சுகாதார அமைச்சகம், தேவைப்படும் நோயாளிகளுக்கு ரூ.5 லட்சம் வரம்பை அதிகரிக்க முடியும் என தெரிவித்தது. 

இதனால், புற்றுநோய் போன்ற கொடிய நோயால் பாதிக்கப்பட்ட ஏழைகள் ரூ.5 லட்சத்திற்கு மேல் மருத்துவ செலவு செய்ய வேண்டியிருப்பதால் மிகவும் சிரமப்படுகின்றனர். இது தொடர்பாக தேசிய மனித உரிமை ஆணையத்திற்கு புகார்கள் சென்றன. 

இப்புகார்களின் அடிப்படையில் தேசிய மனித உரிமை ஆணையம், தற்போது சுகாதாரத் துறை செயலருக்கு அனுப்பியுள்ள கடிதத்தில், 'ஆயுஷ்மான் பாரத், தேசிய ஆரோக்கிய நிதி ஆகிய இரு திட்டத்திலும் ஒரே நேரத்தில் பலனடைய முடியாததால் வறுமை கோட்டிற்கு பின்தங்கியுள்ள நோயாளிகள் மருத்துவ செலவுக்காக அதிக வட்டிக்கு கடன் வாங்கி வீடு, நிலத்தை இழந்து தவிக்கும் நிலை உள்ளது. 

எனவே, இரு திட்டத்திலும் ஒரே நேரத்தில் பலன் பெற அனுமதிக்க வேண்டும். இது தொடர்பாக சுகாதார அமைச்சகம் 6 வாரத்தில் அறிக்கை தர வேண்டும்,' என உத்தரவிடப்பட்டு உள்ளது.

Allow both parties to benefit simultaneously on medical insurance - the National Human Rights Commission

The National Human Rights Commission, the government of India, is providing medical insurance to poor families by Rs 5 lakh per year through the Ayushman Bharat Health Care Scheme. In addition, the National Health Fund Scheme is being implemented to provide medical care and financial assistance up to Rs.10 lakh.

But Ayushman Plan beneficiaries are not allowed to take advantage of the National Health Fund at the same time. The Health Ministry recently rejected the recommendation, saying it could increase the limit of Rs 5 lakh for needy patients. As a result, the poor people suffering from a deadly disease such as cancer have to spend more than Rs.5 lakh Complaints went to the National Human Rights Commission. 

Based on these claims, the National Human Rights Commission, in its letter to the Secretary of Health, said, “The Ayushman Bharat and National Health Fund are failing at the same time. Therefore, both plans should be allowed to benefit simultaneously. The Ministry of Health has to report in 6 weeks.
