இந்து சமய அறநிலையத் துறை ஆணையர் க.பணீந்திர ரெட்டி செயல் அலுவலர் களுக்கு அனுப்பியுள்ள சுற்றறிக் கையில் கூறியிருப்ப தாவது: மார்கழி இசைத் திருவிழாவை சிறப்பாக நடத்த ஏதுவாக திருப் பாவை, திருவெம்பாவை ஆகிய வற்றை பண்ணொடு பாட மாணவ, மாணவியருக்கு பயிற்சி அளித்து மார்கழி 20-ம் தேதிக்குள் மாவட்ட அளவிலான போட்டிகள் நடத்தி முடிக்க வேண்டும். 

 மார்கழி இசை விழாவில் திருப்பாவை பண்ணொடு பாடும் போட்டி மற்றும் திருவெம்பாவை பண்ணொடு பாடும் போட்டி, திருப்பாவை குறித்த கட்டுரைப் போட்டி, திருவெம்பாவை குறித்த கட்டுரைப் போட்டி என்று நான்கு தலைப்புகளில் போட்டிகளை நடத்த வேண்டும். 

 5-ம் வகுப்பு வரை, 6 முதல் 8-ம் வகுப்பு வரை, 9 முதல் 12-ம் வகுப்பு வரை என மூன்று பிரிவுகளாக பிரிக்கப்பட்டு ஒவ் வொரு பிரிவிலிருந்தும் ஒவ் வொரு போட்டிக்கும் முதல் மூன்று மாணவர்களைத் தேர்வு செய்ய வேண்டும். ஒவ்வொரு பிரிவினருக்கும் ஒவ்வொரு தலைப்பு போட்டிகளில் மாவட்ட அளவில் முதல் மூன்று மாணவர்களைத் தேர்வு செய்து கோயில் சார்பாக பரிசுகள் அளிக்க வேண்டும். முதல் மூன்று பரிசுத் தொகை யாக முறையே ரூ.3 ஆயிரம், ரூ.2 ஆயிரம் மற்றும் ரூ.1,000 என வழங்க வேண்டும். 

சென்னை மாவட்ட அளவில் இப்போட்டி களை, பெரிய கோயில் மண்டபங் களிலோ அல்லது கோயில்களுக் குச் சொந்தமான திருமண மண்ட பங்களிலோ நடத்த வேண்டும். இந்த ஆண்டு நடைபெறும் இப்பாவை விழாவுக்கு பெருந்திர ளான சிறுவர், சிறுமியரை கலந்து கொள்ளச் செய்ய வேண் டும். மார்கழி மாதம் இறுதியில் சென்னையில் மாநில அளவிலான மார்கழி இசைத் திருவிழா (பாவை விழா) போட்டி நடைபெறும். 

 இதில், மாவட்ட அளவில் ஒவ் வொரு பிரிவிலும் நான்கு தலைப்பு களில் முதல் பரிசு வென்ற மாணவ, மாணவியரை பங்கேற்க அனுமதிக்க வேண்டும். மாவட்ட அளவில் முதல் பரிசு வென்றவர்களை மாநில அளவில் நடைபெறும் போட்டிக்குத் தேர்வு செய்யும் வகையில், ஒரு பிரிவுக்கு ஒருவர் வீதம் மூன்று பிரிவுக்கும் மூன்று நபர்களைத் தேர்வு செய்து அனுப்ப கேட்டுக் கொள்ளப்படுகிறது. சென்னை மண்டல கோயில் களில் மார்கழி இசை விழாவை மார்கழி 2-வது வாரத்துக்குள் நடத்தி முடிக்க வேண்டும்

In a circular sent to Hindu Religious Affairs Commissioner K.Paneendra Reddy, executive officers said, “The district level competitions should be conducted by the students and students of Tiruppavai and Thiruvembavai in order to make the music festival better. Thiruppavai singing competition and Thiruvemba singing competition, Thirupapa essay competition, 

Thiruvemba essay competition should be held in four topics. The first three students from each category will be divided into three categories - 5th grade, 6th to 8th grade, 9th to 12th grade. The top three students from each district in each of the title competitions will be selected on behalf of the temple. 

The first three prizes will be awarded as Rs.3,000, Rs2,000 and Rs1,000 respectively. In the Chennai district, these pots should be held in large temple chambers or temple-owned wedding halls. This year's celebration will be attended by many children and children. The state-wide music festival (Paavai Festival) will be held in Chennai at the end of the month. 

The first prize winner in each of the four titles in each category at the district level must be allowed to participate. The top prize winners at the district level will be asked to select three people from each category for each category, to select the state competition. The concert of Madras Music Festival in Chennai Regional Temples should be completed within 2 weeks
